Attachment Picture scroll bar

Hi,
Why do we get empty scroll bars even when our attached picture is within the specified size?I have to click on the picture to remove the "empty" scroll bar.
Look at the below picture.. Though the pic is small I have a empy horizontal & vertical scroll bar which spoils the page aesthetics.Once I click on the picture the scroll bar disappears and doesn't appear back even if I click it again.Hope you got what I'm trying to convey?

I want to reduce...because all the rooms are filled with tanks. But my fiance wants to keep them.

The behaviour has been changed. The image is displayed without scroll bar now. Please continue giving suggestions like this.
